Public Safety: NPSTC Launches GPS Advocacy Page

The National Public Safety Telecommunications Council (NPSTC) launched a new Web page for their GPS Interference Working Group.  The group works in alliance with LightSquared the U.S. GPS Industry Council to "assess possible GPS interference by (the) LightSquared proposal."

This action comes after two congressmen submitted a letter last month asking the FCC to take more responsibility for the issue of LightSquared technology reportedly interfering with, and in some instances blocking, GPS signals.

FCC: Working Toward Reliable 911 Service

A press release from May 12, 2011 outlines the FCC's most recent step toward a more "resilient and reliable 9-1-1 system." 


A Notice of Proposed Rulemaking (NPRM) will hold Broadband providers providers responsible for reporting outages of thirty minutes or longer that meet certain thresholds, so that the Commission can track and analyzes outages, to determine proper actions to correct the problem in a timely manner. 

Older, legacy communications technologies are quickly being replaced by broadband.  Today, almost 30 percent of the 89 million residential telephone subscribers are using VoIP.  Broadband is responsible for a great volume of 9-1-1 calls already, and with the recent push toward Broadband technology, this trend will only continue in future years.

Many regions have experienced safety risks due to broadband outages.  A broadband outage was responsible for more than 40,000 customers losing phone service for 12 hours.  This lack of ability to reach 9-1-1 causes great risk to subscribers without service.  The FCC recently initiated an investigation into 10,000 dropped calls during an emergency from Verizon customers in Maryland during an ice storm.  The FCC seems to be taking a divide and conquer approach to improving 9-1-1 capability.  By gathering information on outages, this assemble up the first piece of the puzzle.

FCC: Non-Compliance More Costly Than Ever

According to yesterday's Urgent Communications article "FCC Increases Enforcement Amid Budget Shortfall," a record-breaking $55 million in 2009.  This resulted from 4,500 enforcement actions that year, and the Commission is expected to break its record in coming years. 

At the Utilities Telecom Council this week in Long Beach, CA, PSEG Services IT Consultant Jeffrey Katz cites the current epidemic of federal government budget deficits for the recent increased enforcement.  He recommends going straight to the FCC's Web site to access information about regulations and avoid violation.

Even minor infractions will result in hefty fines, and Katz says the Commission is "going after this hot and heavy."  The zero-tolerance policy can result in fines of up to $16,000 for each infraction, up to a maximum of $112,000.  The Commission fines for each day of violation.

Katz says many agencies make the mistake of thinking describing systems properly on applications is a simple task.  Each piece of equipment, each location, power outputs, among other details must be entered flawlessly; this can be an intricate, time-consuming job, especially on larger systems which require multiple applications.

Public Safety: NYC PLAN Delivers Mobile Device Alerts

New Yorkers will soon be able to receive potentially life-saving messages to mobile devices alerting them to essential information during times of emergency. 

FCC Chairman Julius Genachowski, New York Mayor Michael Bloomberg, and Federal Emergency Management Agency Administrator W. Craig Fugate joined top executives from AT&T, Sprint, T-mobile and Verizon at the World Trade Center site to announce the launch of the Personal Localized Alerting Network (PLAN).  Mayor Bloomberg congratulated Chairman Genachowski on a revolutionary use of technology to keep the public safe by keeping them informed.

The system will allow individuals to receive three types of geographically-targeted alerts on their mobile phones, regardless of who their provider is or where they come from:
  1. Alerts issued by the President
  2. Alerts involving imminent threats to safety of life
  3. Amber Alerts
Subscribers may opt to only receive alerts from the President.  The Warning, Alert and Response Network (WARN) Act was passed by Congress back in 2006, which required carriers to activate the technology by April 2012.  PLAN will launch in New York by the end of this year, two calendar quarters ahead of schedule.  The system will go national early next year.

FCC: House Grants Extension on Competition Inquiry

The letter sent on April 20, 2011 to FCC Chairman Julius Genachowski from the House Energy and Commerce Committee requested a reply no later than May 5. An extension was granted this week, allowing more time for a reply to the Committee's concerns about Motorola Solutions' dominance in the LMR Public Safety network. Motorola has the lion's share of the marketplace, currently conducting about 80% of equipment business in the marketplace.

The letter outwardly questions whether having such a dominant vendor is the cause of proprietary solutions creating interoperability issues and resulting in higher costs in the Public Safety sector. The Committee was troubled by news that agencies applying for 700 MHz waivers have already selected Motorola as their vendors. In actuality, there have been waivers granted for 20 agencies to use spectrum allocated to the Public Safety Spectrum Trust (PSST) and 32 entities who have requested such waivers. Only two of these agencies have officially selected Motorola as their vendor for deployment of their 700 MHz broadband networks. The two agencies, Harris County, Texas and the San Francisco Bay Area, both have concerns surrounding their projects. Harris County's 700 MHz spectrum waiver is still pending approval, and San Francisco's system has been plagued with bureaucratic missteps and budgeting oversights on their $50.6 million project.

Voices from the industry bring varying views, with former APCO president Richard Mignon calling the Committee's letter a "red herring," questioning a company whose previously effective products have given brought it the majority of Public Safety LMR business.  Some are relieved that a longtime issue is being brought to light, while others hold vendors responsible for participating in the bid processes that are set in place by agencies to encourage competition.

Broadband: Motorola Demos 700 MHz LTE

The Philadelphia Police Academy hosted the first demonstration from Motorola Solutions of 700 MHz LTE technology, prioritizing multiple video streams from a dash-mounted camera in a squad car connected with a Band 14 Motorola dongle.  The demo, exploring the technology's ability to prioritize multiple video streams automatically, was attended by Public Safety personnel from the region.  The two-day temporary wired network included video streaming from two fixed cameras transmitted to a "mock command center."  The command center utilized dynamic prioritization, according to Rishi Bhaskar, vice president of private broadband sales for Motorola.

This demonstration blazed trails in its ability to show an integrated interface from a real-time video intelligence (RTVI) application of mixed video streams.  The base station used for the demonstration was developed by Motorola's networks division, and is being sold to Nokia Siemens according to the deal announced in 2010.  The LTE base stations that will be used when in Motorola's Public Safety deployments will be from Ericsson. 

Several government agencies, including Philadelphia, have requested waivers from the FCC to allow Public Safety Broadband spectrum in the 700 MHz band in support of a first-responder LTE network.  Recent voices from Capitol Hill are encouraging legislators to reallocate the 700 MHz D-block spectrum to Public Safety, which would double broadband spectrum space.
